Participatory Budgeting

As stated in the Constitution of the Republic of Uganda (1995) “The state shall be based on democratic principles, which empower and encourage the active participation of all citizens at all levels in their own governance”. It further states that “The state shall be guided by the principle of decentralization and devolution of government functions and powers to the people at appropriate levels where they can best manage and direct their own affairs”. This is an entry point for people empowerment as discussions and interactions (civic education) are held to enable citizens realize that it is within their power to demand what belongs to them as a right.

 

As explained in Government reports themselves, the quality of social services like education and health, commercial services and the marginalization of women are still issues that must be addressed. The less privileged communities do not usually have the confidence and competence to demand for services that promote the enjoyment of social, economic and cultural rights. They need to be hand held and nurtured to be able to participate in the formal economy.

 

With the growing demand for transparency, accountability and citizen participation in policy making and service provision, ACTADE will take a comprehensive approach to continue building on activities which support inclusive budget formulation and implementation; and also increase the confidence and competence of the poor to demand for good quality social and economic services within their localities.
